Local Government Pay - Result of Consultation Exercise.

3 April 2006

Those members voting to accept 12,285 (78.45%)

Those members voting to reject 3,375 (21.55%) On a return of 18.95%

28 Branches made returns out of 33 all of which returned a vote in favour of accepting the offer.

A written report will be submitted to the Scottish Local Government Committee on 16th May, 2006.

A copy of this report will be sent to branches for their information. At the time of writing the result of consultation by the other two unions is not known.

2006 PAY OFFER - CONSULTATION PROCEDURES

This circular sets out the process of consultation to be undertaken by Branches on the 2006 Pay Offer for local government employees in Scotland. I take this opportunity to urge branches to consult as widely as possible with members regarding this offer. Branches are reminded that the consultation exercise is an opportunity for recruitment.

THE OFFER

At a meeting of the Scottish Joint Council Steering Group held on 8 March, 2006 the Employers responded to the Trade Union Side's Pay Claim with a final offer as set out below:-

  • 2.5% on all spinal column points, on all scales, with effect from 1 April, 2006
  • 2.5% on all spinal column points, on all scales, with effect from 1 April, 2007

The settlement to run till 31 March 2008.

The Trade Union Side of the Scottish Joint Council at its meeting on the 20 March 2006 agreed to consult with members conditioned to the Scottish Joint Council's National Agreement on Pay and Conditions of Service.

The view of the trade union side is that the above offer is the best that can be achieved through negotiations. Any further improvement in the offer would require the trade unions taking industrial action.

In participating in a joint working arrangement the trade unions' side's aim will be to address the question of low pay including examining the structure of the spinal column at the lower end. The Joint Working Party to report to the Annual meeting of the Scottish Joint Council in October 2007.

CONSULTATION PROCESS

Branches are urged to hold branch and/or workplace meetings to ensure that as many individual members as possible, who are eligible, have the opportunity to voice their view on the offer. Balloting of members to supplement workplace meetings, particularly in dispersed locations, is acceptable. Branches should add together the total numbers voting for and against from whatever source, but should only record those who actually voted. CONSULTATION QUESTION

The question to be put to the members is as follows ~

Do you accept the Employers' Offer of:

  • 2.5% on all spinal column points, on all scales, with effect from 1 April, 2006
  • 2.5% on all spinal column points, on all scales, with effect from 1 April, 2007

  • To set up a joint working party to consider the longer term pay strategy structure in Scottish Local Government.

WHO SHOULD BE CONSULTED

Branches should only consult those members who directly benefit from any pay offer, that is those who are employed on the Scottish Joint Council for local government employees (former Manual and APT&C staff pay scales) conditions. This would include those staff in the voluntary sector and services which have been contracted out who are employed on Scottish Joint Council pay scales.

Branches should not consult with those members covered by other agreements such as, those members employed in Colleges of Further Education, Police Authorities, Chief Officials and Craft Workers. Nor should members on locally agreed pay rates or on individual contracts not directly related to the Scottish Joint Council be consulted.
