Local Government pay 2004 - awaiting ballots
Scottish UNISON Branches voted by 2-1 in a Scotland wide consultation
to accept this year's pay offer as below:-
- 2.95% on all spinal column points, on all scales, with effect
from 1 April, 2004
- 2.95% on all spinal column points, on all scales, with effect
from 1 April, 2005
However, as you will see from the letters below, our partner
unions, who followed different consultation exercises, are to
ballot on the offer.

PAY 2004 AND 2005
I enclose a copy of a letter (below)
from the three Trade Union Side Secretaries to Lynne Dickson,
Employers' Side Secretary for your information.
You will note that as a result of the consultation
exercise the Trade Union Side not being in a position to conclude
a settlement with the employers for the years 2004 and 2005. Any
settlement will be backdated to 1 April 2004.
The GMB and TGWU shall now conduct their respective
consultation and ballot procedures on industrial action. I am
not able to provide a timetable for this at present.
I understand that members will be frustrated
by the length of time before a settlement is concluded. UNISON
must respect the decision of the membership of the other partner
unions in this year's pay negotiations and await the outcome of
their ballots.
I shall keep you informed of any developments.

PAY 2004 AND 2005
At its meeting held on 27 August 2004 the Trade Union Side received
and considered reports on the consultation exercises conducted
by each union on the Employers' Pay Offer of 2.95% on each spinal
column point from 1 April 2004 and repeated from 1 April 2005.
The consultation exercise has resulted in the GMB and TGWU rejecting
the offer, whilst UNISON accepted the offer. Therefore, the Trade
Union Side are not in a position to reach a settlement at present.
The Trade Union Side are seeking written confirmation from the
Employers' Side that it is a final offer and there is no alteration
to the size or shape of the offer.
The GMB and TGWU on receipt of written confirmation shall invoke
their respective ballot and consultative procedures.
