Can anyone advise of the petrol/fuel element
(cost) used in the national local authority
milage rates. We have been advised that the
inland revenue has set 12p per mile as the
amount required for councils to reclaim vat
and want to know if there is a diference for
barganing purposes. Thanks.

With regard to this years pay award is Unison
looking to apply for loss of interest for
its members as it has taken so long for the
award to be agreed. Individually this may
not be a lot of money, however, collectively
it amounts to a significant sum. Regards.

what rights does a person have whn working
a temporary contract? If they work the same
ctemp contract renewed ever 2-3 months for
over a year is there then an obligation on
the employer to make the contract permenant?
Iwold be inrtested to here any comments on
this subject.

From Gary Urquart, Aberdeen City
I'm replying to the post by someone called
stevenson. Using this system I cannot see
his post..so I need to either print it off
or write down my comments while reading his
post. I also have to fill in a form before
I can post. There is no way of generating
an online debate. I would offer the following
points:-
1) UNISON nationally should have a messageboard
or forum set up. It is a great way of getting
feedback. Once it is set up it costs very
little to run and is a great way of getting
feedback. It also offers a forum for disaffected
members to have a moan and gives activists
and stewards somewhere to rehearse arguements.
It also allows the leadership of the union
somewher to float ideas and receive critical
comment before moving on publicly.
2. If there had been a forum on this web
site that said "Pay Claim" you would have
had plenty of comments.
3. The forum must be set up properly to reflect
the needs of users. It should not be too restrictive
and should have an area where members can
just make any old comment they like.
4. The responsiblity arguement is fine but
a membership protocol and warning should do
the trick. Look at some Football Clubs' web
sites where they have had some trouble with
the press. The union can easily set up some
diligence. Indeed if moderators responsible
for specific areas were found it would prove
very useful in debating current issues and
responding to consultations.
5. Branches are too small to generate effective
forums. Perhaps the former Strathclyde Branch
would have been big enough...but you need
to find a divergence of opinion to make a
good forum. If we had a decent message board
in the local government section there would
have been a huge debate on the nursery nurses
action, especially around the local agreements...
6. I recently attended my Branch AGM and
found much disaffection with both the Branch
and the Union. We need to take steps to take
the "sting" out of disaffected members and
one way is giving them an outlet to raise
issues.
7. Once a forum is set up the measure of
success is in the number of hits as well as
the actual content. Year on year most decent
forums increase usage and have a knock on
effect for web sites that look to add commercial
links and raise money my introducing members
to other linked sites.
8. Unison leaders often describe the union
in being at the "cutting edge" of industrial
relations..not as regards communications with
the membership!
9. Message board or forum allows a member
to say something right away. There is no need
for a letter or a phone call. It is an excellent
way of building groups of activists with specific
interests ( and identifying contentious areas
of policy).
10. If we had an effective message board
there is no doubt there would be many members
slagging off the Iraq war....moaning about
Labour link and the Labour government..but
there would also be members speaking about
the pay claim, about service & conditions,
about supporting members who are out on strike
and a whole raft of other matters.

Scottish LG pay claim only finalised on 20
Feb and full details will go on this week.
Discussion forum suggested by several people
- nothing to stop you using this one - but
we are responsible for everything that goes
on the site and therefore need to be able
to moderate. The price of that is lack of
immediacy. Branches who have set up discussion
forums and bulletin boards are getting next
to no response. Ant ideas why - any other
views?

I am dismayed at the lack of information
on the site concerning the Scottish Pay Claim.
The settlement date is only weeks away and
little information is out. I read comments
made last year from a colleague in West Dunbarton
saying there should be a message board or
something on this site... I could not agree
more. I used to post messages on the national
message board but it was so narrowly constructed
that people lost interest. I cannot believe
that our Union is so slow off the mark...even
the Scottish Executive has discussion forums..and
New Labour gets criticised for being control
freaks!! Come on ..listen to the members..a
discussion forum area would be really good.

Again another quality brochure and loads
of junk mail come battering through my door
giving glossy endorsements of what the union
think my salary should go on. Well sorry...
the welfare and commercial successs of major
financial institutions are not my concern
other than the safeguarding of the jobs of
my fellow workers employed by that industry,
it should not be the concern of the union
which I have joined.
Rather than bolstering Tony's corporate Britain
and it's questionable Global capitalist chums, forking
out good money after bad, payrolling a government
WE elected to hammer our colleagues in the
Health and Fireservice Unions and subject
members in local government to further cutbacks
and reductions in working conditions and selling
off our resources using PFI,lets get back
to basics.
Start organising to defend what we have, and
fight for what we need, both as workers and
as employees, not peddle glossy junkmail selling
trinkets which some of our less well paid
members can ill afford....
PS We could be doing with a better and more
explicit and aparent forum online for members
to express opinions and comments... Joseph

Why is it that when important meetings regarding
A & C are held by Unison, (today at Ayr Hospital
& Crosshouse) he news of same is never cascaded
down to the admin staff concerned who are
Unison members. Having spoke to few A & C
Unison members within my workplace, it seems
that we are constantly missed out with updates.
I have contacted our local rep who will now
add my name to his mailing list for news etc.
Surely, he should have been given this list
by Unison in the first place, then we would
not have been missed out. By the time we discovered
the meetings were taking place, they had already
finished.

There are pages for Local Government Pay
and Conditions (Single
Status click here and Pay
settlement 2001-2004 click here) and some
details for FE staff (click
here), police staff (click
here), and the medical Secretaries in
Health (click

However I acknowledge that there is not an
easy to find Pay and Conditions page. We are
reliant on service groups giving us the details
but I will over the next few weeks try to
gather together all pay and conditions issues
under one link.
Thanks for a very helpful comment - don't
know why we haven't done this before. Scott

web pages for everything except "Pay & Conditions".

this online? Also can you keep us updated

Could someone please answer my query on
by law how many days holiday per year a full
time worker must recieve?. thanks for your
time and effort in answering my question.
Yours Sincerely Jim Rattray
Answer to the query on holidays: The Working
Time Regulations set out that all workers
are entitled to 4 weeks paid holiday a year
(or the equivalent pro rata). Public holidays
can be counted in with these 4 weeks. For
more information go to the DTI's Employment
Relations web site. http://www.dti.gov.uk/er/

I think you guys should set up a proper
forum for the members to air their views postitive
and negative about UNISON, we're struggling
to get basic information from our branch never
mind setting up websites, I work about 200
metres from our union room and it might as
well be 20000 miles for all the info we get,
I might soon be an ex member!!

Are you aware that Further Education Colleges
in Scotland are part of UNISON? After incorporation
in 1993 FE seemed to disappear into a big
black hole. Yes, I know, we are not a public
service - it confuses me as well. As regards
FE things are going from bad to really bad.
Hopefully, in the near future, we will rise
from depths of our black hole and reveal ourselves.
Never forget only with unity do you have strength
- FE's weakness.

I think the Communications committee should
consider
organising, a basic web design course which
would
complement the newsletter training course.
Our Branch has as you know a web site thanks
to the skills
of Kenny MacLeod, I am sure other Branches
have activists
who would like to learn how to produce a basic
web site for
their Branch.
Whay do you and other people feel about this
