New Local Government Pensions Scheme

We are currently fighting the unilateral attempts by governemnt to remove the rule of 85. But that aside, there are and have to be longer term negotiations on a new Local Government Pension Scheme in Scotland. More details will follow aafter a meeting on 23 August but below is the proposed workplan. Members will be consulted fully on this.

Note: This proposed programme assumes that decisions and work on the removal of the Rule of 85 can be concluded in the near future.

Tasks 2006

Consider current position

Agree Timetable and outline plan

Discuss principles for new scheme - is it same as previously consulted upon.

February Meeting

Further discussions on Rule of 85 (Provisional)

Provisional March Meeting

Draw up list of proposed new-look benefit package

Discuss priorities to be taken forward (eg obtaining costings etc)

April Meeting

Consider a broadly acceptable outline benefit package structure.

Consider costs, contribution rates and transfer factors.

Mid-May Meeting
Consider development of proposals based on affordability End June Meeting
Produce Policy discussion paper on the new look LGPS(S) to be published for consultation. August Meeting
